Program Analyst (DoD/Navy)

ARServices is seeking a Program Analyst to join our team.  This professional will provide professional, technical, and administrative support to the Office of the Chief of Naval Operations (OPNAV) Programming Division (N80). Specifically, the Analyst will provide on-site expertise and support of the N80 Resourcing Branch and assist in the development of a communication strategy, key messages, and briefing materials used by Navy senior leaders for the purpose of making critical decisions on Navy’s future investment strategy. Additionally, the Analyst will perform a wide variety of data gathering and analysis to identify issues and trends impeding N80 goals and objectives, and support the development and implementation of corrective actions to transform the division’s business environment. The position is located at The Pentagon, Arlington, VA.

Principal Duties

  • Assist N80 leadership with executing POM process governance and execution support efforts. 
  • Assist in the development of briefing documents to facilitate executive-level leadership discussion and decision making on core programming topics.
  • Liaise with portions of N8/N80 staff affected by POM process governance and execution.
  • Monitor efficiency and effectiveness of POM support activities, identify challenges or areas for improvement and develop recommended solutions.
  • As required, assist in the planning and conduct of meetings with key participants to ensure collaborative communication throughout the POM development process.
  • Provide support in developing high quality work products and project deliverables under the direction of the project lead and N80 Resourcing Branch leadership.


  • Must hold minimum of SECRET clearance
  • Bachelor’s Degree or higher
  • Experience with the DoD or Navy preferred
  • Experience with Planning Programming, Budgeting & Execution (PPBE)/POM development process
  • Must be proficient in using Microsoft Office Suite and be capable of learning advanced skills in all applications
  • Experience with evaluating the effectiveness of internal controls and business processes
  • Ability to deliver in a fast–paced, team environment
  • Ability to demonstrate flexibility and innovation in ambiguous situations
  • Possession of excellent oral and written communication skills
