Senior HR Specialist

ARServices is seeking a Senior HR Specialist to join our team. This professional will provide on-site support for National Credit Union Administration (NCUA) Office of Human Resources (OHR) in the broad range of federal HR practices performed by the OHR Divisions. The professional will provide both program and technical support across all HR functional areas.  The position is located at The NCUA Headquarters in Alexandria, VA.

Principal Duties:

  • Assisting in reviewing and the reclassification of position descriptions (PDs)
  • Assisting in the classification of new position descriptions up to Grade 15
  • Assisting in writing evaluation reports to support CU grade level determinations.
  • Assist in preparing and posting of vacancy announcements on using the USA Staffing
  • Assist with maintaining staffing case files.
  • Assist managers with decisions on advertising vacancies.
  • Assist managers with developing evaluation criteria (which includes but is not limited to definitions of specialized experience, crediting plans, and questions for automated staffing systems).
  • Assist in performing qualifications analysis on posted vacancies.
  • Assist with preparing stored lists and selection certificates for referral of candidates.
  • Assist with processing and reviewing personnel actions related to staffing functions.
  • Assist with maintaining all records associated with staffing actions.
  • Assist with providing monthly status report of all staffing actions.

Position Requirements:

  • Must pass a NCUA background checks and fingerprint checks
  • A minimum of six years of experience in federal staffing, classification, and position management. 
  • Knowledge of Human Resources Management (HRM) principles, concepts, regulations, and practices, analytical methods, and techniques, and consultative skill sufficient to resolve HR problems.
  • Knowledge of current federal HR laws, regulations, and policies.
  • Proficient in MS Office.
  • Knowledge of automated staffing systems (i.e. USA Staffing).
  • Excellent verbal and written communication skills.
  • Ability to communicate effectively with individuals at all levels of responsibility. 
  • Excellent organization skills.
