Senior Human Resources Specialist (Federal Contractor)

ARServices is seeking a full-time Senior Human Resources Specialist to join its team to support the Department of Energy’s Defense Nuclear Facilities Safety Board (DNFSB). DNFSB is an independent organization within the executive branch chartered with the responsibility of providing recommendations and advice to the President and the Secretary of Energy regarding public health and safety issues at Department of Energy defense nuclear facilities. The position is located in Washington DC.

Principal Duties

  • Provide advisory and Management services DNFSB personnel to resolve system issues, process personnel actions and corrective packages through National Finance Center (NFC)
  • Provide expert and authoritative advice on difficult and complex staffing and personnel action issues and decisions with implications in major agency programs
  • Advise managers on a full range of Federal HR staffing and personnel payroll concerns
  • Conduct HR advisory and operational support for merit promotion, OPM Delegated Examining staffing, as well as HR staffing program reviews
  • Conduct quality assurance and quality reviews on personnel actions for DNFSB personnel records as assigned
  • Develop and finalize HT staffing requirements on all personnel actions in accordance with the Guide to processing personnel actions procedures
  • Research complex HR matters and ensure program compliance on classification, staffing and general Federal HR processing matters
  • Provide expert and authoritative advice on difficult and complex staffing and personnel action issues and decisions with implications to major agency programs
  • Review historic personnel actions for corrections to ensure the eOPF records are in compliance and serve as a liaison to NFC to resolve complex matters involving payroll and personnel history
  • Develop and finalize HR staffing and personnel action processing procedures for DNFSB HR operations
  • Research complex HR matters and ensure program compliance on classification, staffing and general Federal HR processing matters
  • Ensure appropriate and timely administration of a wide variety of employee benefits programs, including government-wide programs as the Thrift Savings Plan, long term care, federal group life insurance, dental and vision plan and organizational programs like voluntary leave donation and financial management programs

Requirements

  • Ability to obtain a Public Trust
  • Ten (10) or more years of Federal HR experience in the areas of classification, staffing, recruitment, policies and payroll (NFC)
  • Experience providing management and advisory services in the federal HR arena

Desired Qualifications

  • A Bachelor's degree from an accredited college or university
