Sr. Business Process Analyst/Site Lead (OPNAV)

This position is for a Lead Analyst to function as our site lead, and to provide professional, technical, and administrative support to the Office of the Chief of Naval Operations (OPNAV), and specifically within the office of the Deputy CNO for Integration of Capabilities and Resources (OPNAV N8), and Programming Division (N80). The Lead Analyst will be part of an onsite project team that reviews and analyzes existing OPNAV N8 organizational activities and facilitates improvements.

The project requires efforts in task areas: Process Design and Documentation (Standard Operating Procedures (SOPs), Process Maps, Implementation Roadmaps), Management Execution/Performance Improvements (Change Management Plans), and Support to governance and execution of the Program Objective Memorandum (POM) process.  This effort includes support for production of process reference material and the development of the workforce.

The position is located at the Pentagon.


  • Perform onsite oversight of contract tasks and customer support 
  • Perform as liaison between customer stakeholders and Program Manager (PM)
  • Serve as first point of contact for project team members
  •  Support PM in onsite development and delivery of contract deliverables
  • Assess OPNAV management execution and performance and establish baseline performance measures
  • Interface with pertinent internal and external Navy stakeholders on development and improvement of OPNAV N8/N80 major business processes
  • Create high-level process documentation and SOPs for major business processes within the OPNAV N8 staff
  • Develop an internal and external stakeholder change management plan, including a communications strategy, for implementing the changes
  • Develop performance measures and a performance monitoring approach for continuous improvement
  • Support development of products and processes in support of the various POM development process governance and execution support activities (i.e. Serials/Agendas/Milestones/etc.)
  • Develop documentation in support of the OPNAV major business processes, i.e. point papers, summary analyses, schedules, requirements, policy & business rules, Plan of Action & Milestones (POA&M), and executive level briefings
  • As required, develop functional workplace orientation training curricula and curricula related to improving the operations of identified process improvement needs
  • Must be prepared to support emergent and short suspense tasking with immediate work turn around


  • Must hold minimum of SECRET clearance
  • Bachelor’s Degree in Business or Technical Field
  • 8-10+ years of Navy or other military branch prior service
  • Minimum 3-5 years of work experience on the OPNAV staff or equivalent DoD/Pentagon staff
  • Work experience directly related to DoD major staff responsibilities, functions, and tasks
  • Experience in the development of high level briefs, instructions and documents
  • Familiarity with OPNAV organizational structure, mission and roles desired
  • Work experience within PPBE and POM development process
  • Proficiency in Microsoft Office products, including Word, Excel and PowerPoint
  • Excellent oral and written communication skills, including experience presenting to multiple audiences (e.g., technical and non-technical, executive-level)
  • Ability to develop strong working relationships within teams and across the organization
  • Ability to deliver in a fast–paced, team environment

Desired Qualifications

  • Prior DoD/Navy Action Officer (AO)/Analyst experience
  • DoN Program Budget Information System (PBIS) experience
  • Defense Acquisition University (DAU) course completion – ACQ101, CLR101, RQM 110, RQM 310 (Navy RMCT Level C Certified)
  • Project Management Professional (PMP) Certified
  • Lean Six Sigma Certified
