Chemical Biological Defense Technical Project Manager 4

ARServices is seeking a qualified Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Vaccines and Therapeutics Division (RD CBM).  The successful candidate will provide advisory and assistance services for a science and technology portfolio of projects to counter chemical and biological threats, providing support for and coordination of RDT&E acquisition and planning, programming, budgeting, and execution processes. This work is located in Lorton, VA. .


Principal Duties

  • Provide project management and acquisition support
  • Assist with project planning and analytical support
  • Provide status of current and future projects and initiatives to senior staff.  
  • Assist with monitoring and execution of projects, to include review of project statements of work (SOW), cost proposals, monthly reports, quad charts, financial reports, submitting purchase requests and developing acquisition strategies.
  • Assist with management of extramural research programs which include contracts with industry and government performers
  • Assist with special projects, key meetings, and tasks as required to support Science & Technology Managers (STMs).
  • Understand capability gaps and assisting in setting project- and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals;
  • Create products for both technical and senior leader audiences.
  • Review proposals, technical reports, and statements of work to ensure technical validity and evaluate current and emerging medical technologies and facilitate cross-communication regarding program priorities and courses of action;
  • Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management;
  • Attend technical conferences as required by the Government customer.

Requirements

  • Active / current DoD Secret clearance;
  • Combination of successful completion of a full course of study in an accredited college or university leading to a BA/BS in Biology, Chemistry, Pharmacology, Toxicology, Neuroscience, Physiology, Medicinal Chemistry or a related discipline and nine (9) years of relevant experience with a bachelor’s degree, seven (7) years of relevant experience with a master’s degree, or four (4) years of relevant experience with a doctorate degree;
  • Responsible for preparation of documentation of technical program requirements
  • Project management and/or acquisition experience in CBRNE research and development
  • Detail-oriented, self-starter with excellent communication and time management skills;
  • High-level proficiency with MS Excel, PowerPoint, Word,  Access and InfoPath; ability to quickly learn to use new IT systems and software;

Desired Qualifications

  • PMP Certification from PMI;
  • Master’s degree in any of the disciplines listed above
